CINCINNATI ��AOL founder and venture capitalist Steve Case is on the road ��again ��this time promising winners of his tech start-up tour in four cities that his company will invest $100,000 each in their small businesses.

But that's not all: The entrepreneurs also will receive an all-expense paid trip to Washington to pitch their ideas to his company, Revolution venture capital, meet other investors and get the chance to raise even more money.

The four-cities-in-four-days tour ��Detroit on June 24, Pittsburgh on June 25, Cincinnati on June 26 and Nashville on June 27 ��is part of Case's Rise of the Rest initiative, in which he seeks out promising start-ups beyond California's Silicon Valley. He started the program in October 2012.

"Sixty years ago, for example, Detroit was essentially what Silicon Valley is today," Case said in a January interview with Silicon Valley Business Journal. "It was the most vibrant entrepreneurial region in the country, arguably in the world. The technology of the day was the automobile and it was on fire, growing like crazy."

    In this series, I examine inventory using a simple rule of thumb: Inventory increases ought to roughly parallel revenue increases. If inventory bloats more quickly than sales grow, this might be a sign that expected sales haven't materialized. Is the current inventory situation at Tornier (Nasdaq: TRNX  ) out of line? To figure that out, start by comparing the company's inventory growth to sales growth. How is Tornier doing by this quick checkup? At first glance, pretty well. Trailing-12-month revenue increased 7.3%, and inventory increased 5.8%. Comparing the latest quarter to the prior-year quarter, the story looks decent. Revenue increased 11.0%, and inventory grew 5.8%. Over the sequential quarterly period, the trend looks healthy. Revenue grew 4.6%, and inventory dropped 2.7%.

    Fidelty’s John Mirshekari�took a look at URS�(URS) today �at the Value Investing Congress.�His takeaway: The stock could double in two years.

    His analysis started with URS’s use of its free cash. During the past, it hasn’t been pretty. They spent 6.3 billion on eight acquisitions, they’ve bought companies at valuations higher than own stock and return-on-equity has dropped from high teens to just 6%.

    The problem hasn’t been its business: Its return on tangible capital is 17%. Instead, the problem is that its management hasn’t maximized value through capital allocation. URS has lowest valuation: 9x 2013 cash earnings in its industry.

    Part of the problem: Management incentives are based on net income. This year, however, relative total shareholder return was added., something Mirshekari calls�”a step in the right direction.” In May, URS filed an amended proxy which says it will look to change incentives from net income to return on equity and earnings per share. More importantly, it said acquisitions would end.

    If all goes right, URS could double in two years,�Mirshekari says, comparing it to AECOM Technology (ACM).

    Looks a lot like AECOMM, which did something similar and rallied.

AECOM Technology�(ACM) said it would buy URS�(URS) for $4 billion; Mylan�(MYL) agreed to pay $5.3 billion for�Abbott Laboratories�(ABT) non-U.S. generic drug business; and Whiting Petroleum (WLL) said it would take over Kodiak Oil & Gas (KOG). And amazingly, none of them appear to be overpriced.

    LOS ANGELES (MarketWatch) -- Hong Kong stocks started modestly lower Thursday, tracking broad weakness in Asia, with mainland Chinese banks mixed after the release of November lending data. The Hang Seng Index (HK:HSI) lost 0.2% to 23,288.02, while the Hang Seng China Enterprises Index fell 0.4%. However, the Shanghai Composite (CN:SHCOMP) added 0.1% to 2,205.39 in choppy trade that saw it swing between positive and negative territory. Mainland Chinese banks saw mixed reaction after data showed new yuan-denominated loans rose to 624.6 billion yuan ($102 billion) in November, more than 100 billion yuan above the year-earlier figure and beating market forecasts of between 560 billion yuan and 580 billion yuan, according to the XInhua news agency. Among the top banks, Bank of China Ltd. (HK:3988) (BACHY) was up 0.3%, Bank of Communications Co. (HK:3328) (BKFCF) rose 0.2%, Agricultural Bank of China Ltd. (HK:1288) (ACGBF) traded flat, and Industrial & Commercial Bank of China Ltd. (HK:1398) (IDCBF) fell 0.6%. Shares of Aluminum Corp. of China Ltd.
